We track tribal grants and funding opportunities available through the various cabinet-level U.S. federal departments and agencies, as part of our economic development planning and implementation with tribal nations and enterprises.

Dept. of Agriculture ("USDA")National Institute of Food and Agriculture ("NIFA")Tribal Colleges Extension Program. One of the grant programs that NIFA offers to tribes and pueblos.
Dept. of Commerce (“DOC”)Economic Development AdministrationComprehensive Economic Development Strategy (“CEDS”)
Dept. of Commerce (“DOC”)Economic Development AdministrationIndigenous Communities Program. The U.S. Economic Development Administration’s (EDA) Indigenous Communities program invested $100 million in American Rescue Plan funding specifically to support the needs of Tribal governments and Indigenous communities. The Indigenous Communities program made 51 awards in 25 states and the Northern Mariana Islands.
Dept. of Commerce (“DOC”)Economic Development AdministrationPlanning and Local Technical Assistance Program. EDA has assisted eligible recipients in preparing economic development plans and studies designed to build capacity and guide the economic prosperity and resiliency of an area or region. The Planning program helps support organizations, including Indian Tribes with Short Term and State Planning investments designed to guide the eventual creation and retention of high-quality jobs, particularly for the unemployed and underemployed in the Nation’s most economically distressed regions.
Dept. of Commerce (“DOC”)National Telecommunications and Information Administration (“NTIA”)Tribal Broadband Connectivity Program (“TBCP”). The TBCP Program is a $3 billion program directed to tribal governments to be used for broadband deployment on tribal lands, as well as for telehealth, distance learning, broadband affordability, and digital inclusion.
The TBCP Program had been continuing to make final awards from the first funding round and had opened an additional application period with approximately $1 billion available for eligible Tribal applicants.
Dept. of Defense (“DoD”)Innovative Readiness Training “(IRT”) programInnovative Readiness Training (IRT) is a collaborative program that leverages military contributions and community resources to multiply value and cost savings for participants. Communities typically provide materials and basic services (e.g. facilities), while military units contribute personnel and training resources. IRT missions produce mission ready forces, civil-military partnerships, and stronger communities.
Dept. of Defense (“DoD”)Native American Lands Environmental Mitigation Program (“NALEMP”)NALEMP is established under the National Defense Authorization Act. The program is intended to address the environmental impacts of former DoD activities on Indian lands. Maximum tribal participation is encouraged, through government-to-government consultation. Impacts that NALEMP helps address include: Hazardous Materials,
Munitions Debris, Unsafe Buildings or Structures, Lead-based Paint and/or Asbestos Abandoned Equipment.
Dept. of Defense (“DoD”)Legacy Resource Management Program (established 1991).The DoD Legacy Resource Management Program is a strategic and competitive funding program that acts as an incubator of innovative natural and cultural resource management strategies.
Dept. of Defense (“DoD”)Indian Incentive Program (“IIP”)The DoD's IIP is a program that provides a 5% rebate to a prime contractor on the total amount subcontracted to a Native American owned economic enterprise or organization in accordance with DFARS ("Defense Federal Acquisition Regulation Supplement") Clause 252.226-7001.

Dept. of EducationOffice of Special Education and Rehabilitative Services (“OSERS”)The OSERS within the U.S. Department of Education provides grants to Indian tribes and tribal organizations for programs related to special education, rehabilitation, and vocational services. These grants aim to support the education and rehabilitation of individuals with disabilities within tribal communities.
Dept. of EducationOffice (Bureau) of Indian EducationTribal Education Department (TED) Grants. TED grants support tribes in developing and operating TEDs, which are responsible for planning and coordinating educational programs within the tribe. They aim to improve educational outcomes, facilitate tribal control over education, and coordinate educational programs on reservations.

Dept. of EnergyOffice of Indian Energy ("OIE") Policy and ProgramsThe Office of Indian Energy Policy and Programs (OIE) offers grants to support tribal energy projects, including the development and deployment of energy technology on tribal lands. These grants can cover various energy needs, such as transitioning tribal colleges and universities to renewable energy, universal energy access, and low-carbon energy transitions.

Dept. of Health and Human ServicesIndian Health Service (“IHS”)Tribal Management Grants (TMG). The IHS offers Tribal Management Grants (TMG) to support tribal healthcare initiatives and strengthen tribal self-determination. These grants help tribes and tribal organizations develop and improve their ability to manage health programs, potentially assuming responsibility for some or all existing IHS programs.
Dept. of Health and Human ServicesIndian Health Service (“IHS”)Tribal Self-Governance Negotiation Cooperative. The Negotiation Cooperative Agreement helps Tribes or Tribal Organizations (T/TO) cover negotiation costs to enter the Tribal Self Governance Program (TSGP) so they can manage and
tailor health care programs to best suit the needs of their communities.

National Endowment for the HumanitiesNEH-ATALM SHARP ProgramNEH-ATALM SHARP Program: The Association of Tribal Archives Libraries and Museums (ATALM) has received funding through the NEH-ATALM SHARP Program, which provides grants for Native cultural organizations.

The NEW program is designed to provide work-related activities to support job readiness, job placement, and job retention for designated Native American service populations and service areas. NEW programs work with the Administration for Children and Families (ACF) to submit a NEW plan that outlines their specific approach to serving their community as it relates with regulatory plan requirements.
